People
People is the tool for the inhabitants of your world. It is in the tool column only when someone in your world can be changed.

It appears only when there is somebody there
The tool column shows People only when your world contains someone the tool can work on: a person whose behaviour publishes settings you can turn. An empty world has no People button at all.
That is not a licence restriction or a setting to turn on. Put people in the world — Flockbay can do that for you — and the button appears.
The controls are theirs, not ours
Pick People, then click a person in the view. The panel on the right shows that person’s rows.
Unlike every other panel, People has no settings of its own that we can list here. Every row it shows is read from the person you clicked — whatever that person exposes is what you get to change.
So the panel will look different for different kinds of inhabitant, and it will change as your project changes. This is deliberate: a fixed list of controls here would describe a world other than yours.
What you set is kept
Each change is saved into your project and applied every time you press Play, so a person you changed stays changed in every run. Ctrl+Z undoes a change.
