Combat racing template
The weapon changes who wins, or it is just a kart with fireworks. Twisted Metal: Black (Incognito Entertainment, 2001) barely cares about position. Mario Kart 8 Deluxe (Nintendo, 2017) cares about both the item and the lap. Blur (Bizarre Creations, 2010) tries to keep the racing line honest while the pickup fires. Remove the weapon in a test. If the winner stays the same, call it a kart. The AI racing game maker and the AI racing maker are the race under the gun.

What the template starts with
The combat racing template starts with one track, two karts and one weapon pickup. That is the smallest version of the loop that defines the genre: race, pick up a weapon, fire, dodge.
What to change first
Give the back marker a pickup and the leader none. The back marker should have a real chance. If they do not, the weapon is a toy. If they always win, the race is a shooter.
