What the template starts with
The Civilization style template starts with a small map, one settler, one city and a short tech tree.
One settler, one city, a short list of discoveries, and the urge to take one more turn. Civilization (MicroProse, 1991) and Civilization VI (Firaxis Games, 2016) are that itch. This is not a factory. There is no belt. 2D map, a handful of tiles. A tech that does not change what the city can build is a tooltip.
What to change first
Research one thing that lets the city build something it could not, and refuse a second city until that building exists. The AI strategy game maker is the turn. The itch to take another turn only works if the last turn changed the map.
