Arena shooter template
The guns are on the floor, and the map is the score. Quake III Arena (id Software, 1999) and Unreal Tournament (Epic Games, 1999) are control of items, not of a story. A loadout you spawn with has left the template. Toxikk (Reakktor Studios, 2016) is the later attempt at the same floor. The AI FPS maker is the aim. The AI shooter maker is the wider family that will happily give you a loadout if you do not refuse it.

The arena shooter template starts with one small arena, two weapons and bots. That is the smallest version of the loop that defines the genre: move, grab a weapon, shoot, control the map.
What to change first
Spawn with nothing useful, pick up the good gun, and lose it when you die. If you still spawn with it, you built a deathmatch with extra steps.
